Licensed means that the government issues a specified wireless spectrum to specific networks, which essentially means that each network has a specific frequency in which its network may operate in, without experiencing any interference from another network. You do however pay a substantial amount for this privilege, which increases the costs of operating such a network.

Unlicensed Spectrum means it is open for anyone to use. This means that any business could operate wireless equipment within this frequency range.
